Annex Za-2.5: Statement Regarding Lack of Domestic Remedies / 关于无国内救济与国家不作为的声明

Statement:
I, Beizi Li, hereby declare that I have made numerous attempts over several
years to seek legal and administrative redress for the systematic persecution,
psychiatric abuse, family separation, and institutional violations I have
suffered in Denmark.
Despite the severity of the violations and the length of my struggle, no Danish
authority has meaningfully responded to my complaints.
1. Repeated Complaints Without Case Registration or Reply:
I submitted written complaints to the Copenhagen Municipality, including the
Department of Social Affairs, Child Protection Services, and various
administrative offices;
I wrote directly to elected officials, including several Members of Parliament,
the Mayor of Copenhagen, and even the Prime Minister;
I also contacted oversight institutions such as the Danish Ombudsman,
Patientklagenævnet, and Datatilsynet (Data Protection Agency);
None of these complaints resulted in a case number, written reply, or
acknowledgment of receipt.
I received no opportunity to be heard, no investigation, and no appeal
mechanism. Some emails went unanswered for over a year. Others were
ignored despite clear documentation of state misconduct and unlawful
medical and legal actions.
2. No Functional Remedy within the Danish System:
The courts have refused to accept my appeals, claiming delays, jurisdictional
issues, or “mental illness” as justification;
The police ignored my reports or redirected them internally, often to the same
institutions I was accusing;
Administrative boards rejected my appeals without proper review, or declared
the matters “outside their scope.”
3. Legal Implication: Exhaustion of Domestic Remedies
In accordance with Article 35 of the European Convention on Human Rights, I
assert that I have exhausted all available and accessible domestic remedies in
Denmark.
My complaints were not simply denied — they were structurally blocked,
ignored, or erased.
This demonstrates a systemic failure of access to justice and an institutional
unwillingness to investigate or respond to state abuse.
I respectfully request that this statement be accepted as proof that no
adequate domestic remedies remain available to me.
I have no remaining legal options within the national system.
