Subject: Resubmission – Expanded Human Rights Complaint of Bei Zi Li (Ref: UR/CCPR/25/DNK/6)
Date: 16/04/2025
Dear Petitions Section,
I am writing to respectfully resubmit and expand my original complaint (Ref. UR/CCPR/25/DNK/6), which I previously filed on 25 February 2025 on behalf of myself and my son, Oscar Dan Li.
In response to your feedback dated 15 April 2025, I have prepared a new version of the complaint that includes:- Detailed accounts of the violations and their legal basis under the ICCPR;
– A timeline of systematic persecution supported by official case files;
– Evidence of exhaustion of domestic remedies or their ineffectiveness;
– Annexes 1 to 6 including psychiatric recordings, legal documents, and data privacy violations.
The attached file contains the full narrative of the complaint and a structured Table of Contents for reference. Supporting documents ( can be submitted via email, fax, or secure upload upon your instruction.
I kindly request that this expanded complaint be accepted for reconsideration and formally registered.
Thank you for your time and consideration.
Part 1: My Identity and Victim Status
My name is Bei Zi Li, a Chinese woman who has lived in Denmark since 2003—over 21 years to date. I am a permanent resident of Denmark and a lifelong member of Amnesty International. I am a single mother, and my son, Oscar Dan Li (born May 12, 2015, CPR: 120515-6093), is a Danish citizen.
Both I and my son Oscar are direct victims of a decade-long, systematic campaign of persecution by Danish government agencies. This includes coordinated actions by psychiatric institutions, child protection services, the police, prosecutors, courts, and medical authorities—working in cooperation to monitor, discredit, control, and suppress me, in an effort to strip away my identity and rights as a mother and a person.
Part 2: Overview of Persecution I Have Endured Over the Past 12 Years
From 2013 to the present, I have experienced the following major human rights violations:
May 28, 2013: My daughter died due to medical malpractice. No one has been held accountable.
Oct 2014 – Apr 2015: I was deceived and wrongfully committed to a psychiatric institution.
2016: While pregnant, I was told my fetus had no heartbeat and was forced to undergo an abortion. I later suspected the diagnosis was false.
June 2021: I was falsely accused of sexual assault. Fønix investigators found no evidence, yet the case was reopened by police in 2022.
From April 2022: My son was forcibly removed from me without due legal process, and all contact was severed.
Nov–Dec 2022: I was forcibly injected with psychiatric drugs without informed consent. Over 1,000 edits were made to my medical records in two months.
April 28, 2023: I was declared schizophrenic and subsequently convicted of a sexual assault despite the absence of sexual activity and no chance to defend myself.
June–Oct 2023: I was repeatedly institutionalized and subjected to beatings, insults, and threats. In October, I was arrested at the airport upon returning from China and taken directly to a psychiatric hospital.
2024–Present: I am forced to receive psychiatric injections regularly, despite severe side effects including hypertension and diabetes.
Until Today: I have been denied all contact with my son. Appeals and complaints are either ignored, dismissed, or indefinitely delayed.
Across ten years, various Danish institutions have taken turns suppressing me, falsifying records, refusing to correct errors, and depriving me of basic rights.
Part 3: Domestic Remedies I Have Attempted
To seek justice, I have pursued all available domestic channels, including:
Filing multiple complaints with the Danish Patient Complaints Board (Styrelsen for Patientklager) regarding medical malpractice and record falsification;
Filing a GDPR-based complaint with the Danish Data Protection Authority (Datatilsynet) for refusal to release my original medical records and metadata;
Filing police complaints and appeals with the Special Complaints Unit regarding illegal detention and denial of access to information;
Submitting multiple appeals to the Danish Appeals Board (Ankestyrelsen), including Case No. 25-10836 regarding the forced separation from my son;
Filing numerous Aktindsigt (access to information) requests, most of which were rejected;
Contacting the Danish Ombudsman multiple times with no response
Virtually all complaints have been ignored, delayed, or dismissed, and many have resulted in intensified retaliation.
Key Cases Documenting These Efforts:
Case No. | Authority | Subject | Status |
2024-166988 | National Police / Special Complaints Unit | Illegal home intrusion and forced psychiatric hospitalization | Ongoing; police to respond within 9 months |
0100-73241-02110-23 | Copenhagen Police → Special Prosecutor | Assault at Amager Hospital; initially refused investigation | Reopened; investigation ordered by Special Prosecutor |
0100-73334-00002-22 | Copenhagen Police / Prosecutor | My sexual assault case; reopened without new evidence | Under prosecutorial review |
2025-2607 | Patient Complaints Board | Complaint against Dr. Signe Jørgensen for record falsification | Submitted February 2025; pending decision |
2025-179452 | Copenhagen Police → Prosecutor | Complaint regarding denial of case file access (Aktindsigt) | Pending; response expected within 60 days |
Part 4: What I Request from the United Nations
I respectfully request that the United Nations Human Rights bodies:
Register and accept my complaint, recognizing this case as a major human rights violation involving cross-institutional and long-term persecution;
Request an official response from the Danish Government, clarifying the legality of the actions taken by police, psychiatric institutions, and child protection authorities;
(Optional) Recommend urgent interim protection measures, including:
Immediate suspension of forced psychiatric drug injections;
Full access to my unaltered medical and legal records;
Restoration of limited, supervised contact with my son;
Protection from further retaliation for submitting this complaint;
Initiate or recommend an independent international investigation into systemic human rights violations within Denmark’s psychiatric and child protection systems.
Part 5: Psychiatric Evaluation Recordings and English Translations (Evidence)
I have compiled and translated key segments from court-ordered psychiatric evaluation sessions, revealing unprofessional, biased, and humiliating questioning by state-appointed psychiatrists. Each excerpt is timestamped and annotated.
Part 6: Unauthorized Access to My Medical Records
In addition to psychiatric abuse, I discovered that my electronic medical records were accessed over 1,000 times without my knowledge or consent.
contains:
Screenshots of access logs;
A detailed explanation of the frequency, patterns, and potential misuse of these logins;
Legal analysis of how this
- violates GDPR (Article 15) and Danish health data regulations (Sundhedsloven §37).
This annex provides strong evidence of surveillance and data misuse as part of systemic repression.

Final Note:
I have approximately ten accepted cases pending with various Danish authorities. Do I need to submit scanned copies of each of these official documents in Danish? Since they are all in the original Danish language, is it required that I provide full English translations for each letter from these government institutions?
Sincerely,
Bei Zi Li
