Annex Za-1: Systemic Persecution Report (2025) / 系统性迫害报告(2025)
Title: Systemic Persecution and Human Rights Violations againstBeiziLibyDanishStateInstitutions
1.PurposeandBackgroundoftheReport This report aims to document and expose the long-term, multi-sector persecution of Chinese citizen Ms. Beizi Li by institutions of the Danish state — including the courts, police, psychiatric hospitals, child protection authorities,andsocialservices.
The actions taken against her do not reflect isolated incidents or standard legal procedures. Rather, they form a coordinated campaign of systemic repression, in which psychiatric labeling is used as a central instrument toachievetwoprimarygoals: theremovalofherchild,and theerasureofherpersonalandlegalidentity.

Date Event Summary
May 2013 Daughter Zifu Lin died due to suspected medical error.
Mother’s attempt to file a complaint was suppressed.
October 2014 – April 2015 Mother was involuntarily committed to a psychiatric
hospital without any court ruling. Detained for six months.
2016 Forced abortion during early pregnancy. Doctor falsely
claimed fetus had no heartbeat. Mother was placed under
full anesthesia for a five-hour surgical abortion and lost a
fetus that was only three weeks old.
June 2021 Foster family filed the first sexual abuse accusation.
June 2021 – February
2022
Copenhagen Municipality initiated sexual abuse
investigation. After eight months, Fønix — a
government-affiliated center — concluded there was no
evidence of abuse; mother was found not guilty.
April 27, 2022 Foster family filed a second accusation; case reopened;
mother was criminally charged.
August – November 2022 Psychiatric forensic evaluation conducted. Over 1,000
unauthorized edits were made to mother’s medical records.
April 28, 2023 Mother was convicted of rape, despite no sexual act having
occurred. The verdict ignored all exculpatory evidence and
relied solely on psychiatric labeling and a child’s
inconsistent testimony.
June – August 2023 Mother was illegally arrested without a warrant and placed
in a closed psychiatric ward. Subjected to inhuman
treatment including forced medication, restraints, and
psychological abuse.
October 2023 Upon returning from China, mother was detained at the
airport without charges and transferred directly to a
psychiatric facility. Her luggage was searched and
confiscated without due process.
2023 – present Ongoing forced injections of psychiatric drugs, resulting in
high blood pressure, diabetes, and other health
complications.
2022 – present Total separation from her son Oscar. Only one short
supervised visit permitted per month.
2024 – 2025 Multiple appeals to the UN and Danish authorities rejected
without any effective remedy.
3. Forced Separation from Child and Violation of Family Life
Since 2022, Ms. Li’s son, Oscar, has been placed in full-time foster care
under state custody, resulting in total separation from his mother.
All contact is strictly supervised and limited to one short visit per
month.
Oscar has repeatedly expressed a wish to return home, but his
statements have been dismissed or reinterpreted as signs of “trauma.”
Social workers have used suggestive and leading questioning
techniques, leading to distorted records of the child’s words and
progressive alienation from his mother.
4. Judicial Injustice and Suppression of Legal Remedy
Ms. Li’s conviction was based on contradictory testimony from a minor,
without any physical or medical evidence.
The court denied her the opportunity to present a full defense, submit
exculpatory materials, or challenge psychiatric assumptions.
Multiple formal requests for access to her unaltered medical records
were ignored or refused.
The forensic psychiatric reports presented to the court showed signs of
significant redaction, retrospective editing, and potential fabrication.
5. Key Evidence Inventory and Annex Summary
To support the claims made in this report, the following key documents and
pieces of evidence are listed, divided into three categories:
A. Medical System–Related Evidence
1. System Login and Record Tampering
• Between October and December 2022, psychiatric doctors accessed and
edited Beizi Li’s medical records over 1,000 times;
• Numerous medication entries and diagnostic information were deleted,
overwritten, or fabricated, indicating potential record falsification.
2. Fabricated Medication Records
• Sundhed.dk shows records of continuous use of several psychiatric
medications that the patient never took;
• These included melatonin and Trilafon, wrongly used to support a
fabricated “psychiatric diagnosis” label.
3. Audio Recordings from Psychiatric Evaluation
• Full-length audio recordings of evaluations show that the patient spoke
clearly, calmly, and rationally, with no signs of psychosis;
• The doctor demonstrated leading and biased questioning, in violation of
independent assessment standards.
4. Forced Medication Records
• Multiple instances of forced psychiatric drug injections without informed
consent;
• The medical team ignored serious side effects, including the development
of diabetes and worsening hypertension, which constitute physical harm
under medical law.
B. Police and Court System Evidence
1. Police and Prosecutor Case Files
• No physical evidence, medical evidence, or eyewitnesses existed in the
case; the prosecution relied solely on a child’s inconsistent oral testimony;
• The police refused at least two official information access requests
(aktindsigt), obstructing the defendant’s ability to prepare a legal defense.
2. Court Judgment Summary
• The Frederiksberg court based its conviction on the child’s emotionally
influenced recollections;
• The court ignored earlier assessments from Fønix (concluding no signs of
sexual abuse) and independent findings that the mother was mentally healthy.
3. Repeated Obstruction of Information Access
• Multiple attempts to obtain medical records and legal documents from the
police, courts, and hospitals were blocked or ignored;
• The patient suffers from diagnosed reading difficulties (ordblind), yet
authorities denied appropriate accommodations, limiting her access to case
material.
C. Child Protection System Evidence
1. Reports by Caseworker Ida Rude
• Multiple reports labeled the mother as “suspected of sexual abuse”
without citing any verifiable or independent evidence;
• The caseworker interfered with the criminal process and repeatedly used
leading language to influence the child Oscar’s perception of his mother.
2. Comparison of Oscar’s Statements Over Time
• In 2021, Oscar explicitly denied any abuse;
• From 2022 onward, his responses included “I don’t remember” and “I
don’t want to talk about it,” with inconsistent content;
• These shifts indicate environmental influence and suggest suggestive
interviewing practices by social workers and foster caretakers.
3. Fønix Evaluation Findings
• The institution’s professionals found no psychological evidence of sexual
trauma in Oscar;
• They recommended preserving the parent-child relationship. This report
was later ignored or suppressed by the involved institutions.
6. Conclusions and International Appeals
Conclusion 1: This is a case of coordinated state persecution
• The persecution involves coordination across judicial, medical, and child
protection institutions;
• The measures used are not lawful procedures but instruments of
manipulation, suppression, and silencing;
• The use of a psychiatric label serves as a legal justification for extended
coercion and control.
Conclusion 2: The case reveals underlying political and cultural
discrimination
• Beizi Li is a Chinese woman who has lived in Denmark for 21 years and
has persistently exercised her right to appeal;
• Her native-language expression and cultural context were misinterpreted
as irrational or unstable;
• Her persistent complaints were pathologized as “psychiatric behavior,”
amounting to systemic discrimination.
Conclusion 3: The ultimate goal is to strip her of personhood
• The campaign has sought not only to strip her of her parental rights and
access to justice,
• But also to destroy her social identity, rational agency, and public
credibility through “enforced madness”;
• This constitutes a form of legalized personality annihilation that has no
place in any democratic society.
International Appeals
We strongly urge the following actions:
1. Office of the United Nations High Commissioner for Human Rights
(OHCHR)
• To initiate a special investigation into Denmark’s potential violations of
Articles 7, 9, 14, and 17 of the International Covenant on Civil and Political
Rights (ICCPR);
2. European Court of Human Rights (ECHR)
• To conduct judicial review of the case based on potential violations of the
European Convention on Human Rights:
• Article 3 (Prohibition of Torture),
• Article 6 (Right to a Fair Trial),
• Article 8 (Right to Family Life);
3. International Media, Legal Organizations, and Human Rights NGOs
• To pay attention to the case of Beizi Li and raise global awareness to
protect the physical safety and human dignity of all individuals subject to state
abuse.
7. Post-2023 Secondary Persecution: Illegal Detention,
Psychological Manipulation, and Identity Destruction
7.1 Illegal Arrest and Secret Psychiatric Confinement
• In June 2023, Beizi Li was taken by police without any court judgment or
arrest warrant;
• She was sent directly to a closed psychiatric hospital, without prior notice
or due legal process;
• This constitutes a serious case of unlawful detention (ulovlig
frihedsberøvelse).
7.2 Forced Injections and Drug Control
• Without any medical justification, she was forcibly injected with
psychiatric drugs;
• These led to disorientation, broken logic, and cognitive disruption;
• Repeated requests to switch to oral medication or to stop the injections
were denied, with hospital staff citing “existing court ruling” as justification.
7.3 Intentional Harm and Psychological Collapse
• She suspects that unknown substances were added to her medication,
causing severe neurological symptoms;
• She was physically assaulted by hospital personnel and subjected to rough
handling;
• Personal belongings, including documentation and evidence, were stolen
or disappeared.
7.4 Environmental and Psychological Manipulation
• She was housed with individuals whose behavior was suspicious, regularly
attempting to destabilize her mentally;
• Daily interactions resembled psychological theater performances,
designed to confuse perception and create hallucinations;
• These “patients” were likely undercover state actors tasked with
monitoring and disrupting her, forming a “deconstruction of reality”
psychological strategy.
7.5 State-Orchestrated Sexual Humiliation and Emotional
Manipulation
Under long-term surveillance and manipulation within the psychiatric
hospital, Beizi Li experienced a series of psychological and gender-based
violations:
(1) Deliberate Drugging
• After meals and injections within the closed ward, she developed
neurological and emotional disturbances;
• Symptoms intensified post-injection, including hallucinations, insomnia,
and agitation, suggesting the presence of unknown stimulant or aphrodisiac
substances;
• While appearing to be “medical treatment,” this was in fact a strategy of
cognitive sabotage.
(2) Involvement of Political Figures: Danish Parliament Member Posing as
Patient
• A man with a clear political background, possibly a member of the Danish
Parliament, was assigned to share her ward without following proper
psychiatric admission procedures;
• His behavior did not match that of any psychiatric patient, as he
frequently sought emotional intimacy and trust from Beizi Li;
• Based on visual recognition and intuitive analysis, he was likely planted
by the state under the guise of a patient to carry out surveillance and influence
operations.
(3) Use of Aphrodisiacs and Gendered Humiliation
• After being administered unidentified substances, she experienced
unnatural sexual impulses and emotional instability;
• These effects drove her into an artificially induced state of dependency
and desire;
• Eventually, a male “patient” was arranged to live in her department,
attempting to form a sexual or emotional bond.
(4) Elimination After Refusal
• When Beizi Li rejected the manipulation and told staff leadership, “I don’t
need a man. I will find the person I love myself,”
the male patient was immediately removed the next day;
• This confirmed that the entire scheme was not therapeutic in nature but a
deliberate psychological breakdown experiment involving sexual humiliation
and gender control.
⸻
7.6 Psychological Theater and Emotional Conditioning
Inside the closed ward, Beizi Li was subjected not only to violence and
drugging, but also to systematically staged “life scenarios” as psychological
warfare:
• Two individuals over 80 years old were placed to dine beside her daily,
performing slow and painful gestures to evoke overwhelming sympathy
fatigue;
• One of them, although newly admitted, immediately asked to borrow her
personal shampoo, despite no prior interaction — showing pre-knowledge and
internal coordination;
• These were intentional tests and manipulations designed to drain her
psychologically, shift her attention, and induce emotional collapse;
• The ward environment resembled a continuous staged performance,
marked by repeated testing, subtle suggestions, and manufactured cues.
7.7 Digital Intrusion and “Undercover Programmer” Patient
In the psychiatric hospital, Beizi Li identified a patient with advanced
programming knowledge far beyond the expected level of an ordinary patient.
This individual:
• Repeatedly approached her computer at night, leading to strange system
behavior, lost files, and software malfunctions;
• Frequently spoke about IT, coding, and data, clearly indicating technical
proficiency;
• Likely gained access to her device via Wi-Fi, man-in-the-middle attacks,
or physical tampering;
• The goal was to sabotage her documentation, interfere with appeals, and
block external communication;
• This constituted a dual assault: digital control combined with
psychological harassment, aimed at destroying her logical thinking and
expression.
7.8 Gratitude Conditioning and Evidence Isolation Mechanism
After prolonged violence and forced medication, the system abruptly shifted
strategies:
• Staff behavior became “warm, caring, and respectful,” providing apparent
emotional support;
• This was a calculated form of gratitude conditioning meant to disarm her
psychologically and stop her from resisting;
• At the same time, her SIM card was confiscated, and her phone became
unusable — she could no longer take photos, record audio, or send messages;
• She was consistently placed in unmonitored, unrecorded zones, making
all abuse invisible to third parties;
• This was a structured campaign of evidence isolation and psychological
compliance training, ensuring she could not file complaints, prove her
experiences, or be believed.
7.9 Coordinated Poisoning Attempts Through Food Delivery and
Internal Meal Distribution
In addition to drug injections, Beizi Li was repeatedly targeted with suspected
poisoning via food. The strategy included:
• Meal Trap Pattern: During meal queue in the hospital ward, staff would
deliberately leave one portion of food aside. When it was her turn, they would
offer her that specific tray;
• Having recognized the pattern, she deliberately avoided these pre-selected
trays. After several failed attempts, the hospital switched tactics;
• Food Delivery Infiltration: She began ordering Chinese food from outside
vendors. On one occasion, only she experienced severe abdominal pain after
eating, while others who shared the meal were unaffected;
• The female delivery worker appeared physically unstable and was visibly
trembling, suggesting coercion, surveillance, or prior knowledge of the
tampered food;
• Post-Poisoning Sedation: After experiencing intense stomach pain, she
was forcibly given a large amount of unidentified pills, which induced
unconsciousness and deep sedation;
• This sequence reveals a deliberate plan to break her physical resistance
and consciousness using disguised methods of incapacitation.
7.10 Non-Violent Resistance: The 2021 Hunger Strike and
Escalation of State Repression
Following prolonged institutional deprivation, stigmatization, and isolation,
Beizi Li began a hunger strike in 2021 as a peaceful form of protest to express
that:
• She was not mentally ill;
• The forced isolation, accusations, and psychiatric control were unjustified;
• She hoped to use the deterioration of her physical health to draw public
and institutional attention to her situation.
Key Facts During the Hunger Strike:
• Psychiatric staff showed no concern for the content of her protest, but
instead escalated control measures by labeling her protest as “emotional
instability” or “psychotic behavior”;
• During the hunger strike, she was subjected to further forced injections,
restricted movement, and complete disconnection from external
communication, with the intent of suppressing her will through medication;
• Despite extreme physical weakness, she persisted in articulating her
position, demonstrating full ability to speak, reason, and express herself;
• The hospital provided no independent supervision and failed to report the
hunger strike to legal authorities. Instead, it redefined her protest as a
psychiatric symptom, thereby erasing her right to resistance and silencing her
civil voice.
This Event Proves:
• Even in her most vulnerable and isolated state, Beizi Li tried to express
her dignity and rights through non-violent means;
• She did not collapse, attack, or act irrationally—she protested with
purpose and clarity;
• The state’s labeling of a rational, peaceful protest as a “symptom”
constitutes a total suppression of her right to personhood and political
expression.
7.11 Evidence Purge and Property Theft During Hunger Strike
During her hunger strike in 2021 — a peaceful act of protest against unlawful
psychiatric labeling and detention — Beizi Li was physically weak and placed
under institutional control. It was during this vulnerable time that a
coordinated operation of evidence destruction and financial targeting took
place:
1. Illegal Entry and Property Theft
• Government-related personnel secretly entered her private home without
consent, court order, or warrant;
• They stole DKK 50,000 in cash, which had been securely stored;
• The timing — during her physical deterioration and hospitalization —
indicates deliberate targeting rather than random theft.
2. Deletion of Digital Complaint Records
• All email records of formal complaints made by Beizi Li between 2021 and
2022 were erased;
• These included complaints to hospitals, police departments, regulatory
bodies, and possibly international organizations;
• This deliberate deletion undermined her legal capacity, removing proof of
her resistance and reports of abuse.
3. Erasure of Medical Data
• Copies of her original, unaltered medical records were also deleted from
her devices;
• This indicates a direct attempt to eliminate exculpatory evidence that
could contradict later forged documents or diagnoses.
Conclusion
This coordinated digital and physical assault constitutes:
• A violation of privacy and home protection under Article 8 of the ECHR;
• A targeted attack on her financial independence;
• A strategic obstruction of justice through premeditated evidence purge
and memory erasure.
7.12 Public Exposure as a Barrier to Erasure: The 2021 TikTok
Hunger Strike
In 2021, I posted a short video on TikTok documenting my hunger strike and
protest against unlawful psychiatric detention in Denmark.
Although the account was quickly suspended and the video removed, the clip
had already been viewed and shared by members of the Chinese community in
Denmark.
Many knew what I was going through, even if they never spoke out.
That moment of visibility likely prevented my complete erasure.
“I told the agents who monitored me: You can shut my account. But I am
already known. People have seen me.”
“If there is a real investigation, they will see: the hospital is full of surveillance
cameras. I have not told a single lie.”
— Beizi Li
“Between June and August 2023, I experienced more than most people will in
their entire life. When I look back, I see one thing clearly — I was brave.”
— Beizi Li
This report was written based on my direct lived experience.
Every word reflects what I have seen and survived.
I am not a patient. I am a witness.
— Beizi Li
This report was written from memory, not from files—because the system
erased them.
It was written in pain, not with protection—because every institution turned
against me.
It was written by a woman they tried to label, sedate, isolate, and silence.
I am not a case. I am not a diagnosis.
I am a survivor of a civilized machine that disguises suppression as psychiatry.
— Beizi Li
In modern democracies, the most dangerous violence is not physical.
It is when the state tells you: “We decide who you are — not you.”
Psychiatry becomes political when it is used not to heal, but to control, isolate,
and erase.
A prison punishes you.
A psychiatric label deletes you.
