Annex Z-3 | Behavioural Map of Key Individuals

  • 帮助读者快速识别责任链;
  • 避免案件材料中人物过多、关系混乱;
  • 为后续申诉、媒体曝光、法律整理提供索引;

English Version

This section identifies the individuals who repeatedly appeared in my case and played key roles in shaping its outcome.

Its purpose is not emotional accusation, but to build a clear index of responsibility, showing how different persons participated in suppression, distortion, stigmatisation, or procedural harm at different stages.

Some were direct actors. Some created or reinforced records. Some pushed procedures forward. Others became part of the chain of oppression by remaining silent, failing to correct falsehoods, or endorsing distorted accounts.

1. Categories of persons involved

To maintain clarity, the relevant individuals may be grouped into the following categories:

  • Medical and psychiatric personnel
    Doctors, nurses, evaluators, ward staff, and related personnel, whose roles may include: creating or reinforcing psychiatric labelling; altering, recording, or retransmitting biased medical information; promoting forced treatment, involuntary evaluation, or closed confinement; refusing to explain or correct harmful consequences.
  • Child case personnel
    Officials, social workers, consultants, and evaluators involved in child protection, whose roles may include: portraying the mother as unstable or unfit; repeating biased information from other systems; using procedural timing to weaken the mother’s position; failing to correct obvious inaccuracies.
  • Police and justice-related personnel
    Officers, investigators, record handlers, and procedural staff, whose roles may include: inadequate investigation of violence and injury; minimising responsibility through “insufficient evidence” or inability to identify individuals; delaying or fragmenting institutional responsibility; failing to investigate the responsibility chain within hospitals or state institutions.
  • Administrative and complaint-handling personnel
    Complaint handlers, administrative officers, and response drafters, whose roles may include: avoiding the core issues; responding formally while ignoring the substance of harm; using bureaucratic templates to deflect responsibility; exhausting the victim through complaint mechanisms that appear open but rarely correct the actual wrong.

2. Suggested record format

Each key individual may be presented in the following format:

Name / Position:

Institution:

Relevant period:

Main conduct:

Consequences caused:

Assessment from my side:

3. Suggested structural template

Below is the proposed standard structure for this section:

[Name 1]
  • Position / role:
  • Institution:
  • Relevant period:
  • Related events:
  • Specific conduct:
  • Impact on the case:
  • Possible false statements / abuse of power / procedural misconduct:
  • Notes:
[Name 2]
  • Position / role:
  • Institution:
  • Relevant period:
  • Related events:
  • Specific conduct:
  • Impact on the case:
  • Possible false statements / abuse of power / procedural misconduct:
  • Notes:

4. Purpose of this section

This is not an ordinary list of people.

Its purposes are:

  • to help readers quickly identify the responsibility chain;
  • to reduce confusion in a case involving many actors;
  • to provide an index for future complaints, media exposure, and legal structuring;
  • to show that the harm did not happen abstractly, but was carried out, enabled, or tolerated by identifiable individuals.

This section therefore functions both as a person index and as a map of responsibility.
